Won't Google flag 250 pages as spam?

No — because each page targets a real city plus a real service you actually provide, with unique content and proper schema. That's exactly how local SEO is supposed to work: one relevant page for every place-and-service a customer might search. Done right, it's the opposite of spam.

Why is it so cheap — what's the catch?
